President Vladimir Putin signed a decree on the introduction of non-working days off with the preservation of wages from October 30 to November 7. The document also gives the heads of regions the right to introduce weekends before this deadline and extend them, according to the Kremlin’s website.

“Establish non-working days from October 30 to November 7, 2021 inclusive, with the preservation of wages for employees”, – it says in the document.

According to the decree, the government must determine the operating hours of federal cultural and health institutions, and local authorities – such institutions located in the territory of the region. Also, the authorities must determine how many employees are needed for the functioning of the organizations.

“The government and senior officials <…> of the constituent entities of the Russian Federation, at the expense of the corresponding budgets of the budgetary system of the Russian Federation, provide support measures for small and medium-sized businesses and socially oriented non-profit organizations operating in the sectors of the Russian economy that are most affected [from the pandemic and non-working days]”, – is noted in the document.

Deputy Prime Minister Tatyana Golikova made a corresponding proposal at a meeting between Putin and the government. According to her, after the end of the non-working days, the regional authorities should expand the practice of access to enterprises using QR codes. In addition, self-isolation should be introduced for unvaccinated people at risk for COVID-19.
