The poverty level in the Russian Federation is 12.1%, while the highest poverty level is recorded in Tuva, Ingushetia and Kabardino-Balkaria. This is stated in the data of Rosstat, presented by the Deputy Director of the Department of Information Technologies of the Ministry of Labor Andrei Lebedev at the plenary session of the Forum “Community”.

According to the data, at the end of 2020, there were 17.8 million citizens in Russia with incomes below the subsistence level, which was 12.1%. At the same time, the highest poverty level was recorded in Tuva – 34.1%, Ingushetia – 30% and the Kabardino-Balkarian Republic – 24.2%.

According to the data, a high level of poverty (above 23%) was also recorded in the Altai Republic. The lowest poverty level (from 5% to 10%) was recorded in Moscow, St. Petersburg, Moscow, Kaluga, Leningrad, Nizhny Novgorod, Kursk, Belgorod, Voronezh, Sverdlovsk and Yaroslavl regions, the Republic of Tatarstan, Yamalo-Nenets Autonomous Okrug, Khanty-Mansiysk AO, Magadan and Sakhalin regions, Chukotka AO.

“The way out of poverty, if we talk about anchor poverty, when a family is deeply poor is deeply in such a stage, it cannot break out, children cannot get an appropriate education, all this is a vicious circle. The way out of this poverty is two factors: maximum effective employment , that is, in the region, a socio-economic policy should be built in such a way so that the same student, student could find an effective job, and the social sphere, including a social contract, “Lebedev said during the session.

He noted that the three main goals of the digital transformation of the social sphere in this regard are the promptness of the provision of payments and benefits, convenience in receiving payments, that is, minimization of the provision of documents and access to a remote procedure for provision in all regions of the country, as well as targeting – payments to those who really needs them.
